Indian Ocean Wave Exercise (IOWave) in Oman

The Indian Ocean Wave Exercise (IOWave) is a large-scale regional tsunami simulation organized by the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO). It aims to test and enhance the effectiveness of the Indian Ocean Tsunami Warning and Mitigation System (IOTWMS) through coordinated exercises among member countries. These drills simulate major tsunami events, allowing nations to evaluate their warning systems, communication procedures, and community response readiness.

Oman has participated in IOWave exercises since 2014, coinciding with the establishment of the National Multi-Hazard Early Warning System. These exercises strengthen coordination among key national agencies and ensure readiness to respond effectively to potential tsunami threats along the Omani coast. Key participating agencies include the Civil Aviation Authority (NMHEWC), the National Committee for Emergency Management, the Ministry of Information, the Royal Oman Police, the Civil Defence and Ambulance Authority, and the Ministry of Education.

Oman’s Participation in IOWave Exercises

IOWave14 – 2014

Oman conducted a table-top exercise to review and assess national tsunami procedures.

IOWave16 – 2016

The exercise expanded to involve students, teachers, and school administrations in coastal governorates along the Sea of Oman, including Muscat, North and South Al-Batinah, and South Al-Sharqiyah. The primary goal was to raise public awareness of tsunami risks and evacuation procedures.

IOWave18 – 2018

A full-scale national exercise tested all stages of tsunami warning and response, engaging national and local authorities and activating local emergency committees.

The coastal area of Al-Suwaidi was selected for a community evacuation drill due to its population density, presence of schools, and vulnerability to potential tsunami impact.

A total of 3,225 people participated in the evacuation. The exercise also identified strengths and areas for improvement across the national warning system.

IOWave20 – 2020

Due to the COVID-19 pandemic, IOWave20 was conducted as a virtual table-top exercise. All partner agencies participated remotely to review operational procedures and tsunami response plans, while testing the transmission and reception of warning messages between the National Center and relevant agencies.

IOWave23 – 2023

Following the pandemic, Oman conducted another table-top exercise to reassess national tsunami procedures and strengthen coordination among agencies.

IOWave25 – 2025

Oman participated through a Functional Exercise, focusing on testing the practical performance of operational procedures, communication chains, and decision-making among relevant authorities, without requiring large-scale field operations.
